I can feel your pain on that one. That situation takes a little extra initiative on your part to be in the face of whomever you report to and make sure they are involved in HR. I drove my boss crazy to make sure I not only covered my own butt on stuff but to make sure he was knowledgeable about HR. Unfortunately, that doesn't always happen. Take my company for instance: I'm working by myself in the HR department. Although it's a great experience learning and doing things on my own, it would be even better if my employer would join the "tango" as well. That would be the ideal workplace.
